Trio nabbed by Hawks over NW municipality tender bribe scheme

Members of the Hawks’ Anti-Corruption Unit have nabbed three people including a North West based Madibeng Local Municipality ward councillor(Cllr) and a senior municipal official.

The trio appeared before the Pretoria Magistrate’s Court in Gauteng but were remanded in custody after appearing on charges related to alleged tender corruption.

The suspects, Menzi Mngadi (42), a driver, Peter Legong (39), a ward councillor at Madibeng Municipality, and Raymond Mogaile (40), a regional secretary at the municipality, were arrested on Thursday, 11 December 2025, during a Hawks sting operation at Menlyn.

Hawks spokesperson Colonel Katlego Mogale said the arrests were executed by the Directorate for Priority Crime Investigation’s Anti-Corruption Unit following an intelligence-driven operation.

“The suspects demanded R300 000 from a local businessman in exchange for assisting him to secure a municipal tender. The businessman immediately reported the matter to our Serious Corruption Investigation team, enabling us to set up an operation,” Mogale said.

The alleged solicitation began in November when one of the accused reportedly contacted the businessman, offering to help him secure a tender advertised by the Madibeng Municipality. A meeting was arranged where the trio allegedly negotiated the bribe amount.

The businessman alerted the authorities, leading to a controlled operation that culminated in the suspects’ arrest.

The matter has been postponed to 15 December 2025 for further investigation.
