The former ANC provincial treasurer was arrested at OR Tambo International Airport on Thursday, 15 October, allegedly moments before boarding an international flight to the United Arab Emirates (UAE).
He was apparently set to fly via Saudi Arabia and also make a stop at Pakistan.
He is accused of failing to appear before the Madlanga Commission of Inquiry, which is investigating alleged criminality, corruption and political interference in the criminal justice system.
The State argued that Carrim could have been difficult to prosecute had he managed to travel to the UAE, claiming there is no extradition treaty between South Africa and the country.
The prosecution also accused Carrim of raising his health concerns when it suited him.
However, the defence hit back, arguing that bail proceedings were not a mini-trial and that Carrim had every intention of standing trial.
Carrim has been implicated in allegations involving corruption and questionable dealings with businessman Vusimuzi “Cat” Matlala. The allegations have not been proven in court.
He remains presumed innocent until proven guilty.
