HAWKS NAB THREE OVER R893K MUNICIPALITY “SCAM”

Staff Writer / Wed, 18 March 2026

The Directorate for Priority Crime Investigation has swooped in and dragged three accused to court over an alleged fraud and corruption scheme that nearly drained R900 000 from a Northern Cape municipality.

The trio – 49-year-old former Nama Khoi Municipality foreman Steven Johnson Julie, 66-year-old George Dewald McDonald, and his companies JLK Business Consulting Pty Ltd and BCM Property Investment Pty Ltd – briefly appeared at the Springbok Magistrates Court on Wednesday, 18 March 2026.

They are facing serious charges of fraud, forgery, uttering and corruption!

According to the Hawks Tebogo Thebe, the accused handed themselves over at the Springbok Hawks offices, where they were immediately charged by the Serious Corruption Investigation team.

Thebe said it is alleged that between March 2020 and October 2021, Julie – while still working for the municipality – teamed up with McDonald to pull off a dodgy deal.

“The pair allegedly submitted 32 fake quotations to the municipality to ensure McDonald’s companies scored jobs worth under R30 000 each in and around Springbok,” Thebe said.

But their alleged scheme didn’t come cheap – the municipality reportedly lost a shocking R893 134.85!

The accused were each granted bail of R5 000 and the case has been postponed to 22 April 2026 for further consultations with their lawyers.

The Hawks say investigations are ongoing.
